The collectirs edition items are basedbon the account so buying another collectors edition would be a complete waste. WHy not buy it on steam? No dont buy it for pc at all.

If your account is ineligible, the launcher won't let you download the game files, which will save you the trouble of installing the entire game before finding out that you're not allowed to play. Best case scenario, you won't need to pay a penny more than you already are. The only benefit steam adds is the purchasing of crysta points with your steam wallet.
